The development of Intelligent Connected Vehicles (ICVs) and Autonomous Vehicles (AVs) represents a pivotal technological and economic frontier. China and the United States are vying for supremacy in this sector which could define global leadership in the next few decades. As these technologies advance, they carry concerns for road safety, personal data protection, and ethics. Differing regulatory environments, cybersecurity issues, and technology decoupling efforts create divergent innovation priorities and processes between the two countries. 

On March 6, 2025, Rui Ma and Lei Xing joined Peilei Fan to explore the state of ICV/AV technologies in both the United States and China, as well as areas of competition and potential collaboration. 

Speakers

Rui Ma

Ms. Rui Ma is the consulting editor of Tech Buzz China, which she founded in 2018 to educate and advise investors, funds, and entrepreneurs on Chinese tech companies’ products, strategies, and trends. She has nearly two decades of experience in technology and finance, spanning seed stage to pre-IPO investing spread evenly between the United States and China.  She previously worked at 500 Startups as an investment partner, and she spent a decade in private equity and mergers and acquisitions roles at the Raine Group, Morgan Stanley, and Merrill Lynch in the Silicon Valley and in China.  Ms. Ma holds a B.S. in electrical engineering and computer science from the University of California at Berkeley, and additional degrees from Tsinghua University, INSEAD, University of Illinois Urbana-Champaign, and Harvard University. 

Lei Xing

Mr. Lei Xing is currently an independent industry analyst and consultant. He is the co-host of China EVs & More, a weekly podcast that offers reviews and perspectives on the China electric vehicle (EV), autonomous vehicle (AV), and mobility sectors, with a mission to offer unique insights and opinions to Western audiences.  Mr. Xing also writes about the industry in Chinese as founder of AutoXing through text and video formats.  Previously, Mr. Xing spent 20 years on the ground in China covering the country’s auto industry as chief editor of China Automotive Review, which provided information, intelligence, and views on the Chinese auto industry.  Mr. Xing has also been quoted often in major TV and other news outlets, including CGTN, CNBC, BBC, Phoenix TV, Wall Street Journal, Financial Times, The Wire China, and MIT Technology Review.  Mr. Xing has a bachelor’s degree in mechanical engineering from the University of Massachusetts at Amherst and an MBA from Babson College.

Peilei Fan

Dr. Peilei Fan is the chair and professor of the department of urban and environmental policy and planning at Tufts University.  Her research lies in the intersections of sustainability, urban planning, and technology development.  Her work has appeared in journals such as Proceedings of National Academy of Sciences, Nature Communications, Technovation, Technology in Society, and Sustainable Cities and Society.  She is the author of The Great Urban Transition: Landscape and Environmental Changes from Siberia, Shanghai, to Saigon (2022).  Dr. Fan is a co-editor-in-chief of Landscape and Urban Planning and the president of the International Association of Landscape Ecology.  She holds an M.S. in computer science and electrical engineering and a Ph.D. in economic development, both from MIT.  Dr. Fan was a fellow with the National Committee’s Public Intellectuals Program
